The 9-10 November summit takes place aboard the Sunborn, opening with Minister Nigel Feetham. MiCA and the line between finance and gaming top the agenda.
Prediction markets are among the most debated frontiers where finance, digital assets and betting meet, and Europe is now getting a dedicated forum to discuss them. On Monday 9 and Tuesday 10 November, Gibraltar will host the first Prediction Markets Summit Europe, organised by Eventus International aboard the Sunborn Gibraltar, the floating hotel moored in the city’s harbour.
Prediction markets are platforms where contracts tied to the outcome of future events are traded, and regulators and operators are paying them more and more attention, partly because they are hard to classify as either financial products or gaming. That is the ground the summit will cover. It will bring together public authorities, platform founders, institutional operators and legal advisers to discuss how the sector can grow sustainably, protect market integrity and fit into mainstream financial and regulatory systems.
The first day, on Monday afternoon, opens at 13:30 with a keynote from the summit chair. It continues with a competition in which three shortlisted startups present their platforms and business models to a panel of expert judges. The winner will be announced at 16:30, ahead of the evening reception.
The main conference day is Tuesday 10 November. It opens at 09:00 with an address by Nigel Feetham, Gibraltar’s Minister for Justice, Trade and Industry, on the regulation of event contracts. A presentation comparing sportsbook risk with the mechanics of prediction markets follows. At 10:00 a panel will look at the European regulatory framework, from the MiCA regulation on crypto-assets to the different classifications adopted by individual countries, as well as the question of whether oversight should fall to financial or gaming regulators. Sessions on technology and artificial intelligence also run through the day, covering automated market makers, continuous liquidity, machine learning forecasting models and transparency in how events are resolved. The afternoon turns to the commercial side: market growth projections, institutional investment, media expansion and the challenges of international licensing.
Announced speakers include Andrew Lyman, Gambling Commissioner and Executive Director of the Gambling Division at the Government of Gibraltar; Christina Thakor-Rankin of 1710 Gaming; Gayle Kimberley of GKF Legal; Jon Russell, founder of Straight Forecast; Judith Glynn, head of the Centre of Excellence in Responsible Gaming (CERG) at the University of Gibraltar; and Targ Patience, co-founder of Dolya Consultants.
